Green Municipal Funds

Description      
Municipalities may apply to the FCM Green Municipal Fund for planning, feasibility studies, field tests and project implementation for projects related to energy efficiency and GHG reduction. Applications for plans, studies, tests and capital implementation projects are accepted on a continuous basis; an approved letter of intent is required first for plans, studies and tests. The fund supports capital implementation projects through both grants and below-market loans. These loans and grants can be applied to energy, waste management, brownfield development, water and transportation projects.

Comments      
Funding Available: for studies and plans, up to 50% of eligible costs to a maximum of $350,000. For capital projects, up to 80% of eligible costs to a maximum of $400,000 in grants and $4M in loans.

Affordability and Choice Today (ACT) Program

Description      
ACT provides grants to municipalities and other non-governmental organizations to overcome regulatory barriers that impede innovative housing. ACT grants are available to facilitate transfer of information as well as the implementation of regulatory reform solutions that contribute to housing affordability or that increase housing options. Grants can be used to hold workshops to discuss existing as well as new solutions, or to document successful, innovative solutions that should be shared with others.

Comments      
Funding Available: Up to $5,000. Although there are two calls for applications (spring and fall of each year), applications are accepted and reviewed on an ongoing basis. Eligibility: all local governments.

Green Municipal Funds (GMF)

Description      
FCM’s Green Municipal Fund (GMF) offers a range of resources and services that specifically address the sustainable community development needs of municipal governments. The Fund provides low-interest loans and grants, builds capacity, and shares knowledge to support municipal governments and their partners in developing communities that are more environmentally, socially and economically sustainable. The Government of Canada endowed FCM with $550 million to establish GMF to provide a long-term, sustainable source of financing for municipal governments and their partners. GMF operates at arms-length from the federal government, and supports municipal governments, and their partners, to improve air, water and soil quality, and to address climate change.

Comments      
There are grants available to: develop sustainable community plans, conduct feasibility studies and field tests, and loans are available usually in combination with grants, to implement capital projects.

Partners for Climate Protection (PCP)

Description      
The Federation of Canadian Municipalities PCP program is based on a 5-step framework designed to assist local government in reducing GHG emissions: developing a GHG inventory, setting a GHG reduction target, adopting a GHG action plan, implementing the plan, and monitoring and evaluating the results.
