Local Government Grants

Description      
The general definition of a grant is simply: a transfer of money from one organization to another. In the case of local governments, grants can be one of two types: conditional or unconditional. Conditional grants are monies transferred for a specific purpose that may not be used for any other project. Unconditional grants, on the other hand, can be used for any purpose the recipient sees fit. Conditional grants can be given by the Provincial and Federal governments as well as by local governments. The Local Government Department has responsibility for the maintenance of a number of provincial conditional grant programs including: B.C. Community Water Improvement Program, Canada/BC Infrastructure Program, Canada/BC Municipal Rural Infrastructure Fund, Infrastructure Planning Grant Program, Restructure Grants: Assistance, Restructure Grants: Implementation, Restructure Grants: Planning, and Smart Development Partnerships. The core of unconditional transfers to local governments in British Columbia are the Small Community Grants, Traffic Fine Revenue Sharing transfers and the Regional District Basic Grants. Collectively, these are known as Community and Regional District Grants. Allocations under these transfer programs are governed by the Local Government Grants Act Regulation and are administered by the Local Government Department.

Social Programs

Description      
The Ministry of Aboriginal Relations and Reconciliation works in partnership with First Nations, Métis and Aboriginal people through different social programs and initiatives. The ministry's work is founded upon the New Relationship vision of partnership and respect and supports the development and implementation of the Transformative Change Accord. At present, some of the key Social Programs include: The First Citizens Fund Student Bursary Program, The Friendship Centre Program, The First Citizens’ Forum, Transformative Change Accord, Urban Aboriginal Strategy, Urban Development Agreements, and the Aboriginal Youth Internship Program.

Cultural Programs

Description      
Since the beginning of time, Aboriginal people of British Columbia have valued their cultures - cultures that include the songs, stories, ceremonies, values, beliefs, way of life, and languages. Today's Aboriginal people continue the tradition of teaching and sharing their language and traditions so their knowledge can be passed on to future generations. Through the First Citizens Fund, the Ministry of Aboriginal Relations and Reconciliation assists in the revitalization, promotion and preservation of Aboriginal languages and culture by supporting the the First Peoples' Heritage, Language and Culture Council (FPHLCC) and by providing opportunities for Elders to share and celebrate Aboriginal culture and oral traditions. Following the 2007 First Citizens’ Forum with a focus on Aboriginal Cultural Tourism, the Ministry committed to: improving the provincial government’s internal capacity to support Aboriginal cultural revitalization, preservation, and protocol, work to enhance service and product quality, while building capacity through education and training; and work with Aboriginal Tourism Association of British Columbia and Tourism BC, to support the implementation of the Aboriginal Cultural Tourism Blueprint Strategy.

Economic Development

Description      
The provincial government is committed to improving the lives of Aboriginal people, and to improving the participation of Aboriginal people in the economy. Underscoring these commitments is the knowledge that government must work in partnership with Aboriginal people to identify shared goals, strategic outcomes and progress. The Ministry of Aboriginal Relations and Reconciliation's policy approach for government to work in partnership with Aboriginal people includes efforts to support and increase Aboriginal management and control over programs and services. They are investing in First Nations by providing them with a way to get the tools, training and skills they need to reduce dependence on consultants from outside of their communities, and to create self-reliance, prosperity and certainty.
